P3's often attract undeserved criticism, generally because they are not well understood or not well implemented, or both. There is no doubt that these are complex procurement routes, especially in the healthcare sector. The presenters will show how the P3 approach to procurement and delivery can deliver exceptional results in the context of the recently operational North Island Hospitals Project in BC, Canada. The project procured in 2013 by Vancouver Island Heath Authority, covers a large geographic area, extending from the northern tip of Vancouver Island to south of mid-Island. Existing acute care hospitals serving this area are 50 years old with deteriorating infrastructure, necessitating two new near-identical facilities at Campbell River and Comox, with a combined area of 60,000 m2 and 248 inpatient beds. The project is an exemplary example of collaborative efast trackf design and an integrated approach to whole life costs, services delivery and optimal risk allocation.
